Travis Software Announces Plans to Begin Removing ARRA Notification and Subsidy Capabilities
Houston, Texas, October 21, 2009 - Travis Software Corp., announced today that it will begin shipping a new release of its TravisCobra software system to customers before the end of October that will include features and capabilities necessary to phase out the ARRA subsidy for COBRA continuees who qualified as Assistance Eligible Individuals (AEI's) under the 2009 Federal Stimulus law. Travis is also planning to make a new version of its Internet-based WebCOBRA.com system with these same "ARRA phase-out" capabilities available prior to November 1, 2009.
ARRA allows for up to nine months of a 65% subsidy of COBRA premiums for AEI's. The subsidy began on March 1, 2009 for those who lost coverage prior to or on that date, so November, 2009 will be, unless the ARRA subsidy is extended, the last full month for early AEI's to receive the subsidy.
Both TravisCobra and WebCOBRA.com will include a new letter to AEI's, designed to be sent to them during the month prior to their losing the subsidy, telling them they are no longer going to receive it. New billing notices and/or coupons will also be generated for the AEI's showing the full COBRA premiums due as of the day after their subsidy ends.
Should the ARRA subsidy be extended, Travis will be able to reverse these "ARRA phase-out" features in both systems so that AEI's will be properly billed for their premiums due and employers will have reports providing them guidance about what credits they can take from 941 deposits, as is done in both systems now.
